Superintendent of Schools

Dr. Phil Gale was named Superintendent of Schools for the Penn Manor School District July 1, 2022. Prior to his appointment, he served as Assistant Superintendent for Secondary Education since July 1, 2019. He previously was principal of Penn Manor High School for 10 years and has served the district as a high school administrator since 2000. Prior to coming to Penn Manor, Dr. Gale taught Social Studies at Avon Grove School District, Norfolk County Agricultural High School in Walpole, Massachusetts, and Quincy Public Schools in Quincy, Massachusetts. He earned his bachelor’s degree in Social Studies from Elizabethtown College and his master’s in Educational Leadership from Millersville University. Dr. Gale also received a doctorate of education from Immaculata University. Phil and his wife, Jill, have two sons, Grant and Aaron.

Assistant Superintendent for Secondary Education

Dr. Krista Cox was named Assistant Superintendent for Secondary Education for the Penn Manor School District on July 1, 2022. Prior to her appointment, she served as the principal of Eshleman Elementary School. Dr. Cox was previously an Assistant Principal at Penn Manor High School. She earned her bachelor’s and master’s degrees from Millersville University, as well as reading specialist and supervisory certificates. Dr. Cox earned her educational administration certification from Penn State University and her doctorate at Immaculata University. A 1990 Penn Manor graduate, Dr. Cox lives in the district with her husband, Matt, and their youngest child, Olivia. Rob, Madison and AJ, her older children, are graduates of Penn Manor.

Assistant Superintendent for Elementary Education

Dr. Jerry Egan has served as Assistant Superintendent for Elementary Schools for Penn Manor since 2015. He joined the Penn Manor staff in 1999 as a learning support teacher at Letort and Martic Elementary Schools. In 2000, he was a learning support teacher at Manor Middle School. In 2004, he served as assistant principal at Manor and Marticville Middle Schools. He became principal at Hambright Elementary from 2006 to 2015. Dr. Egan earned his bachelor’s and master’s degrees from Millersville University and obtained a doctoral degree from Immaculata University. Dr. Egan and his wife, Pam, have two children, Gavin and Chace.

Chief Financial Officer

Chris Johnston serves the Penn Manor School District as the Chief Financial Officer. The Chief Financial Officer is in charge of all the business, financial, and budget matters of the district. He is also responsible for directing services that support the instructional program. These services include management and effective utilization of fiscal, personnel, material, and physical resources. Mr. Johnston has been with Penn Manor School District since 1996, serving first as Accountant and then as Assistant Business Manager and Business Manager before being named Chief Financial Officer. Johnston earned a bachelor’s degree from Bloomsburg University, a certificate of achievement in Accounting from Franklin & Marshall College and his Master’s in School Business Leadership from Wilkes University. He lives in West Lampeter Township with his wife, Trish, and has two grown sons, Michael and Sam.

Chief Information Officer

Charlie Reisinger joined Penn Manor in 1998 and has led technology programs since 1999. His portfolio includes IT operations, data services, and instructional technology initiatives. A Penn Manor graduate, he earned his bachelor’s degree in Psychology from Millersville University, and his master’s in Instructional Technology from Philadelphia University. He holds a PDE Instructional Technology Specialist certificate. Charlie’s academic interests include open source software, digital privacy and security, and how emerging technologies challenge schools to rethink teaching and learning. Charlie teaches IT Security, Privacy, and Ethics for the Lombardo College of Business at Millersville University. His book, The Open Schoolhouse, chronicles Penn Manor’s internationally recognized laptop learning program and unique student apprenticeship program.
